criticality

Criticality Heatmap

Return a factor × theme heatmap.

Each cell holds the worst severity band seen across all issues in that theme for that factor. Issues without a criticality assessment default to ‘low’. Pages across ALL issues via cursor loop (up to _MAX_AGG_PAGES * 100 issues).

dimension (I7, API-IMPLEMENTATION-SPEC.md §2): severity is the pre-existing per-pattern-name grouping (default, unchanged); theme pivots rows by taxonomy/macro-theme (the cluster’s theme_versions. taxonomy_name) instead.
