# Criticality Heatmap

> Return a factor × theme heatmap.

Each cell holds the worst severity band seen across all issues in that theme
for that factor. Issues without a criticality assessment default to 'low'.
Pages across ALL issues via cursor loop (up to _MAX_AGG_PAGES * 100 issues).

`dimension` (I7, API-IMPLEMENTATION-SPEC.md §2): `severity` is the
pre-existing per-pattern-name grouping (default, unchanged); `theme`
pivots rows by taxonomy/macro-theme (the cluster's `theme_versions.
taxonomy_name`) instead.
